The Embarrassment of the French Government as Ceta Ratification on Hold Amid Political Alliances

Franck Riester announces no vote in National Assembly before European elections on Ceta

Minister Franck Riester announced on Tuesday that the draft ratification of Ceta, a free trade treaty between the EU and Canada, will not be transmitted to the National Assembly before the European elections. The treaty has been applied provisionally since 2017. This decision comes after an embarrassing disappointment for the executive, as the Senate opposed the ratification of the treaty on March 21.

A left-right alliance in the Senate caused a setback for the government just before the European elections. Following this opposition, communist deputies planned to include the text in their reserved parliamentary time, scheduled for May 30 in the Assembly, just ten days before the European elections. However, Riester defended this move and said that it is necessary to ensure a peaceful debate about Ceta’s ratification and prevent opposition groups from exploiting it for electoral purposes.

Riester criticized this alliance between communist senators and LR senators in the Senate as a political scheme that harms businesses, farmers, wine growers, cheese producers, and all those working in French companies exporting to Canada. He emphasized that Ceta eliminates most customs duties between France and Canada and provides significant benefits for French businesses and workers. If rejected by the National Assembly, France would face a complex situation with potential consequences for its provisional application of Ceta across Europe.

In an interview with Le Figaro, Riester stated that he would transmit the bill at an appropriate time but not before European elections to allow for a peaceful debate about its ratification. He also expressed his disappointment over Senate’s rejection of Ceta’s ratification but emphasized his commitment to finding a way forward with Canada towards further strengthening their bilateral relationship.

Overall, Riester’s decision highlights how important it is for governments to carefully consider their actions when dealing with sensitive issues like trade agreements and ensure they align with national interests while also taking into account potential consequences.
